Chester police are urging vigilance after they found an improvised explosive device, this afternoon, near Amtrak and Septa railroad tracks and the Commodore Barry Bridge.
Police say the device consisted of two bottles with a yellow liquid inside. They say one had a timer and wires attached by duct tape.
Police were not sure if the device was really explosive but evacuated the area as a precaution. The Delaware County bomb squad determined that it was and disarmed it.
RULE 9: "The threat is usually more terrifying than the thing itself." Imagination and ego can dream up many more consequences than any activist. (Perception is reality. Large organizations always prepare a worst-case scenario, something that may be furthest from the activists' minds.
