Kidnapping indeed. If anybody knows anything about kidnapping it would be NK. How many Japanese citizens have they taken over the years? One has to
wonder how many NK's would bail if given the chance? The border between the south makes the Berlin Wall look all warm and fuzzy. Your other option is
China which has a policy to repatriate any refuges or asylum seekers. Note that none of the defecting NK seem to want to go back?
