But he's still not a natural born citizen because his father was never a citizen of the USA. He was barely here.

That is the entirety of the code you quoted. If that's not sufficient, then why did you post it? Also, notice that the constitution doesn't define "natural born citizen". So, the the Code of Federal Regulations is the defining document.

No, quite the opposite, I am only questioning his strategy. People have speculated for a long time that he would release this document at the key opportune moment for maximum political impact, so I just want to know what makes today that moment?
The President believed the distraction over his birth certificate wasn’t good for the country. It may have been good politics and good TV, but it was bad for the American people and distracting from the many challenges we face as a country. Therefore, the President directed his counsel to review the legal authority for seeking access to the long form certificate and to request on that basis that the Hawaii State Department of Health make an exception to release a copy of his long form birth certificate. They granted that exception in part because of the tremendous volume of requests they had been getting.

How come the document from a day later is numbered 10637, and Obama's is numbered 10641?
Is this significant? Wouldn't they be in numerical order? Or maybe it doesn't matter? Some help here would be appreciated.
