Can An Alien Spicies "Accidentally" Invent Warp Travel, Come Here And Be Hundreds Of Years Behind

Personally, I believe we (or any civilization) should have mastered electricity (via Nicola Tesla and his ideas) before engaging nuclear energy via fusion at the atomic level. Nature is full of curve balls and a species has to act and react in just the right way or else....poof! - extinction.

Again, perhaps the choice of perusing nuclear energy before mastering electricity (which obviously comes first in the order of discovery, i.e., you can't make fusion without electricity) is a step in natural selection at the civilization level.
