Surely the true reason is in restricting broadcasters from airing nudity and foul language at times when children are still around – and this is stated. That is the “true” reason. If there was another reason – like press censorship – then (surely) that is what would be specified or the intentions would have been less explicit.

There is a danger in reading too much into things and letting paranoia or conspiracy take hold.

In this case, I think that it is both sensible and required. In the UK we have the “nine o’clock watershed” whereby programming before 2100 must assume children are present and therefore must not show programmes with inappropriate content. Quite right too.
