The short answer is of course not. However the police bottom to top have an attitude that anything is legal for them to do until a court tells them its illegal. Which usually means that they will get away with it for a very long time. The biggest problem with this is of course they will have an opportunity to build a case not even knowing a crime had been comitted. Naive people will be saying they can't do that. Which is true. However given the court system nearly everyone pleads guilty and makes plea deals. The only people getting out of the charges will be the professional criminals who can afford all the legal fees involved. So the little man will feel the jails and the people who need to be put in jail will walk. American judicial system you got to love it.
