Are you sure they are not revising the 2007 handbook from the immigration department? It stops immigrants who are entering the country with
contraband, or other criminality from entering, and these persons are detained until they can be handed over to appropriate authorities. The book
describes their rights, (clean environment, medical care, etc.) for the period they are detained.
The reqested languages are English and Spanish, so they are trying to detain Mexican drug dealers, perhaps.
ETA: Ooops, sorry. I didn't notice you'd posted the same link I did, I guess thereby answering your own question? It is then, the immigration
department circumventing criminal elements from entering the country.
It will be interesting however, to see if the revision includes print in a third language.
