I guess they would need a some kind of rules to keep all the disorderly people in line right?? at least they are going to let the detainee's know the rule's !?!?!?!

If I could guess, I would say this has something to do with goings on in Japan. One possible solution would be to detonate the ruint reactors and then bulldoze the rubble into the sea. This might cause a temporary radiation spike and widespread panic on the US west coast.

I would say that this has not been decided yet, but remains an option. (I think)

Didn't Hillary just get back from Japan? Maybe the US is scheduled to host some Japanese evacuees fron the radiation area. Say 200-300 thousand on the west coast? Too far fetched?

Are you sure they are not revising the 2007 handbook from the immigration department? It stops immigrants who are entering the country with contraband, or other criminality from entering, and these persons are detained until they can be handed over to appropriate authorities. The book describes their rights, (clean environment, medical care, etc.) for the period they are detained.

The reqested languages are English and Spanish, so they are trying to detain Mexican drug dealers, perhaps.

ETA: Ooops, sorry. I didn't notice you'd posted the same link I did, I guess thereby answering your own question? It is then, the immigration department circumventing criminal elements from entering the country.
It will be interesting however, to see if the revision includes print in a third language.

Mexico City is being blasted by high levels of solar radiation. Maybe this is a clue.

Seems to be too early for hurricane season.
