U.S. Government Printing Office Needs 350,934 National Detainee Handbooks Printed by 29 April 2011

This could be part of an exercise but when I saw this. I had to post this because it alarmed me. Why would the department of homeland security need to detain 350,000 people for?

I saw this and I got a sick feeling in my stomach. I am an optimist and I have always given our government the benefit of the doubt. When I hear about some of the crazy rumors like FEMA detention camps and stuff like that. The thing that really worry's me is the deadline. They put out the bids on the 18th and HAVE to have them by the 29th. It could be nothing. But with all the rumors of massive inflation and food shortages...Isn't there a major DHS exercise going on the first week of May?? WTF

I was hoping with all the intelligent people on here. Someone can find out whats going on.

Looking at the link it appears they need 221k in Spanish and 129k in English so I guess they expect a 2 to1 ratio of Spanish speaking detainees vs English speaking detainees.

Do you you think the exercise is in the South West?

I suspect there are several ess sensational reasons for them needing the pamhplets but we ca wait til early may to see if any of you disaster-porn types are right.

PS-350,000 isnt that many. the population of Arizona alone is 6.7 million. The population of Chicago is over 2 million. I seriously doubt this is for any sort of 'mass roundup' as folks here seem to be implying.

Unfortunately no. This is not looking good. Chicago has 774,000 Hispanics (#5 on the 11 Cities with the largest Hispanic population) and there are quite a few others scattered through the midwest and central/south US

The 2000 U.S. Census indicates that Louisiana has an Hispanic population of 107,738—making Hispanics the third largest ethnic group in the state. Over the past five years, however, many Louisiana residents have begun to notice growing numbers of Mexicans and Central Americans in their cities and towns

Plus the government doc looks like it's focused on the Chicago area for printing at least (though I may have misread that.)

It's most likely for the New Madrid population.

That's correct, 350,000 isn't that much-especially looking at the hispanic population numbers I quoted above-not enough for a "mass roundup" but when you consider the potential of a New Madrid disaster a fair percentage of the population would be dead or missing. Of the survivors you'd figure that a fair percentage of them would be law abiding and keep their heads. Then there is the percentage that would loot or not keep their heads. That would be the 350,000.

I'm not "disaster porn" prone, but when you take all the pieces together:

Underwater body bags, MRE's, A bunch of armed security in Iowa, Kansas, Missouri, and Nebraska, 7 million blankets, ER fuels, Drill in Denver for bringing in out of state disaster victims, NLE 11 focusing on New Madrid, Anhuieser Busch canning water (have I forgot anything?), and now the Detainee booklets rushed to the end of the month it looks quite suspicious.

the 350,000 pamplets wouldnt be FOR the detaines they would be for those detaining the detainees.

So its worse than it sounds.

Before I run screaming into the hills I would like to know more about it though

No, they're going all over the country. From Miami to Seattle and all points in-between.

You can find a spreadsheet with all the destinations and quantities in this PDF.

maps.google.com...

So the question is how closely these destinations line up with the "FEMA camps"

I started to do an analysis of a few states and, while not covering every camp location in each state I looked at, is pretty close. Anybody have the time and inclination to do a more thorough analysis?

Locations getting the most:

English:
Tacoma, WA 22,000
Pompano Beach, FL 12,000
Los Angeles 9,000
Florence, AZ 8,000
York, PA 8000
Houston, TX 8000
Atlanta, GA 8000
Miami Fl 7000
Burlington, MA 6000

Spanish:
Houston, TX 35,000
Tacoma, WA 30,000
Los Angeles 18,000
Pampano Beach, FL 15,000
York, PA 15,000
Florence, AZ 14,000
Miami, FL 13,000
Eloy, AZ 10,500

(Eloy and Florence are 35 mi apart)
(Pompano Beach and Miami are 34 mi apart)

WOW 0_o

If two thirds of them are Spanish and the other are English, well, you know the intended targets...

Ridiculous if you ask me...

From the request for bid:

NOTE: Binding MUST be "paste-on-fold" and not saddle-stitch (with staples) and/or perfect-bind. These copies will be used with prisoners and they tend to use binding as weapons

also:

Award will be made and Government furnished material and purchase order will be available for pickup by April 19, 2011. MUST deliver complete on or before April 29, 2011.

Re-evaluate your analysis thus far... some have made incorrect assumptions.

Can anyone specify the difference between "Detainee" "Prisoner" "Refugee" or "Survivor?" Because these 24-page booklets do not appear to be the "Welcome to your temporary housing" type.

My guess, if they are running an exercise soon, the pamphlets are part of it. Some low-level guy forgot to order them and now they need them in a rush.

This seems to coincide with Operation Shakeout which will be taking place during the end of April. Operation Shakeout is a level one priority FEMA exercise that would simulate the governments response to a major earthquake event in the area. Specifically the New Madrid fault!

But why would they anticipate (and thus train for) hundreds of thousands of mass arrests after a disaster? The term "Prisoner" is quite clearly the indicated as the intended use for these.... not "survivors of a natural disaster" ?

I can think of two such exercises that ended in the actual disaster occurring and not the simulation, (911 and Katrina). The difference in those were that FEMA was not prepared properly for the dead, (body bags), large scale holding facilities and the proper manpower to arrest and detain the criminal element taking advantage of the disaster for their own gain.
