I'll "third" that it is a survey marker. The pad was poured with mounts for gear.

George Knapp will probably not be very friendly to inquiries regarding the ranch since some jerks are always messing around the ranch, leaving trash, etc. He mentions this often on Coast to Coast.

I added the USGS monument link to the previous post. There are many more markers than you find on that website. There are DMA (Defense Mapping Agency) markers on the Nellis range. Counties usually have markers along the border. Hike enough hills and ridges, you find a lot of markers. I can't say I ever found a NASA marker.

The marker on Tikaboo is an interesting oddity. The USGS never stamped the altitude. Somebody scratched in 8000ft, which is a bit higher than actual.

Back to that USGS site, some markers are listed as satellite observable. They have a large, permanent X. When you pay to have a site mapped, they put down a large paper X. It lasts long enough until they fly the satellite over it. Google trespassed on a parcel of undeveloped land I own and plopped down the large X. Pissed me off. The google photo / wifi sniffer car caught me today too.

Here it is in the USGS database with a few more significant digits. This one mentions laser ranging, so that aids the laser cattle mutilation theory. ;-) The pad is easily seen in Google Earth. The old seismic station must be to the east of the pad.
