None explained it to you the way they should, it's a redirect from that domain to nsa.
It redirects you and takes you to the nsa site, anyone that has a domain can redirect the domain and point it at another domain, to any address on the internet. It's like call divert on your phone, you can divert the call anywhere to any number.
