Russia's foreign minister, Sergei Lavrov, has said that NATO was exceeding its UN mandate in Libya and called for an urgent move toward a political settlement to the conflict.

Lavrov made the statement after talks with NATO foreign ministers in Berlin.

"Today we see actions that in many cases go beyond the framework set by the Security Council," Lavrov said.

acting nationally or through regional organizations or arrangements, and acting in
cooperation with the Secretary-General, to take all necessary measures,
notwithstanding paragraph 9 of resolution 1970 (2011), to protect civilians and
civilian populated areas under threat of attack in the Libyan Arab Jamahiriya,
including Benghazi, while excluding a foreign occupation force of any form on any
part of Libyan territory, and requests the Member States concerned to inform the
Secretary-General immediately of the measures they take pursuant to the

Perhaps the russian foreign miniter may want re-read this paragragh and correct himself.

HmmmmmDJK says that the Libya bull exceeds the Constitution mandate.

Seems like Russia just plays at being a "great power".
I think thats the designation they gave themselves after losing "superpower" status.

They have a seat on the UN security council so have to huff and puff periodically.
However, when it comes to vetoing resolutions, I don`t think they ever have, since the disolution of the USSR anyway.

Like China, the Russians know their in the sights of the US wolf, so don`t really want to antagonise them further.
This is a bad policy because the US empire is determined to crush all independent nations,Yugoslavia,Iraq, Afghanistan, N korea, Cuba, Zimbabwe etc, all on the to do/done list of the evil empire.
