According to the LA Times, except for in Iraq and Afghanistan, the CIA is no longer detaining or interrogating suspects. Reading closely, it looks as if they're just outsourcing the torture and collecting the information from the locals. However, I would expect we wouldn't give up all control that easily, and have most likely just shifted it further under the radar.

wow if this is true looks like the CIA is losing funds. If this is was the case would they stop torturing Bradley Manning?

The CIA has outsourced over 50% percent of it's clandestine operations and activities to private contractors since 9/11. Check out Tim Weiner's Legacy of Ashes and Tim Shorrock's Spies for Hire. Both very good books.

Just because thew CIA isn't doing the interrogations does not mean that they don't or can't use defense contractors. Defense contractors fall under a different catagory than soldiers or gov't agencies anf therefore the Geneva or neuremberg codes do not apply. It is disinformation through and through
. I would however suggest that someone needs to investigate some new contracts to civilian contractors and the scope of their engagements to the DOD or the CIA to get an idea of increase of outsourced interrogation or detention camps by non gov't means. Just an idea, wink, wink
