What does a man do when his country is being bombed and his military crippled by international Western forces and has no ability to militarily respond to those who are attacking him? Does a previous agreement account for anything now that his regime his hanging on by a thread and the same people he made an agreement with are now bombing his nation to help rebel forces? I would argue it does not and it is my suspicion that Qaddafi would also argue that same point.

Between 130 and 250 people were missing and at least 15 appeared to be dead after a boat carrying refugees from Libya capsized south of Sicily early on Wednesday, coast guard officials and aid workers said.
-
Coast guard officials said the boat had originally been carrying around 200 people but the IOM put the figure as high as 300, of whom it said some 250 were missing.

Is this Muammar Qaddafi’s way of striking a blow at Europe? Remember that just last September a deal was finally made in which Qaddafi vowed to slow or stop immigration to Europe in exchange for 5 billion Euros. Since Europe has decided to take down Qaddafi’s regime I would highly doubt he is in any mood to uphold such an agreement and would actually see this as his way of striking back.

Link – 5 billion Euro agreement

Since these illegal immigrants are usually illiterate, impoverished, and possibly have links to terrorist groups it was of strategic and vital interest to Europe that keeping them out was necessary. However that time is over and now the reality is that the hordes are entering and many are dying trying to get there, as occurred detailed in this article. Those who do not die and do in fact make it to Italy are given a pass into Italian society due to the Italian government being forced by the European Human Rights laws regarding immigrants to let them in or give them other privileges.

On Tuesday, Italian Interior Minister Roberto Maroni signed an agreement with the Tunisian government to try to halt the flow, pledging aid, increased police cooperation and possible compulsory repatriation for illegal immigrants.
The accord was confirmed on Wednesday by a cabinet meeting in Rome which set up an inter-ministerial contact group to monitor progress.

Problem occurring however is that much of the immigrants before this Libyan intervention had been Tunisians trying to enter France but landing in Italy then trying to cross the border into France, since the EU would usually require France accept anyone who crosses the border from another EU nation this did not happen resulting in a blocking of the immigrants from France.

Italy has also been at odds over the issue with France, which has turned back migrants trying to cross the border. Berlusconi is due to meet French President Nicolas Sarkozy on April 26 in Rome, when the issue will probably be discussed.

What is now developing however is that Berlusconi’s government is issuing temporary residence permits to migrants from Africa, since they are no longer undocumented they are allowed to travel anywhere within the Schengen Area, thus the French can no longer turn them away at the border as they have been doing.

The headlines today in French daily Le Figaro, known for being very close to the positions taken by government of President Nicolas Sarkozy, opened with a long article entitled, ''Rome gives France to Tunisian Immigrants'', on the decision of the Italian authorities to grant temporary stay permits to the hundreds of illegal immigrants who have arrived on the island of Lampedusa.

In the reference on the front page, Le Figaro led with ''Italy opens the doors of Europe to Tunisian refugees''. ''The latter,'' continued the right-wing French daily, ''have had the doors opened for them to the Schengen area, a stronghold with extremely fragile walls.''

Well the French Interior Minister did not seem to like that one very much since he is now searching for loopholes in the legal codes so as to find a way to send the new immigrants back without breaking the EU laws.

''France wants to examine conformity with the Schengen code'' of the temporary residence permit issued by the Italian authorities to Tunisian immigrants that landed in Lampedusa, according to today's report by Le Monde.

Looks like France is preparing for the immigration of thousands of Tunisian illegal immigrants into their nation, although now they are ‘temporary citizens’. The EU is also preparing for this large and immediate immigration problem.

In this context ''it is imperative that Council and Parliament make an effort to quickly reach an agreement on the adoption of a proposal for a EU plan for the allocation of the refugees''. The implementation of a 'special' joint EU-Tunisia operational plan instead aims to deal with the large scale emergency that to date has brought some 20,000 migrants to Lampedusa and Malta.

Well ATS what do you think? Could this be the grand scheme by Qaddafi, just opening up the flood gates as his way of retaliating against Europe for siding with the rebels and bombing his military, i.e. setting up no-fly zone, and bombing his compound?

Either way Europe must prepare for a massive large scale immediate influx of thousands of illegal immigrants from Tunisia, Libya, Sub-Saharan Africa, and immigrants from other places setting course for a new home in Europe. Adding even more strain to the European nations social services.

Somebody sunk that ship. More ships will sink.
The Mediterranean holds many ghosts of human history.
There is room in the darkest depths for more.

Qaddafi wants to rule on his own, but the power to be aren't happy with that.

Maybe they just don't need him anymore..
