NORTHERN Afghanistan's powerful warlord, General Rashid Dostam, had resigned from the Government to contest October presidential elections against President Hamid Karzai, an official said today.
Afghanistan, after more than two decades of war, is awash with arms and outside Kabul much of the country is under the control of warlords and minor military commanders.

The presidential elections, originally scheduled for last month, have been delayed twice, while parliamentary elections have been put off until next April to allow the Government to tackle rising insurgency.
Obviously, the taliban is alive and well.
I'm confused, somewhat?
