"We have been living here for 50 years and never have we seen these kind of floods," businessman Karuna Deka told the AFP news agency.

All the runs fell in the east and little to no rain reached the west. The west therefore has drought while the east has floods. I thought floods were pretty common in the east of India though. I believe I read somewhere that the water management system of India isn't that good.
