It appears this officer has had a history of mental problems, in this article it says he concealed a stint in a mental ward before joining the force.
I hope this man gets the help he needs.
Joseph Rodriguez concealed a stint in a mental ward before joining the Police Department, police sources told the Daily News yesterday.
The source told The News that Rodriguez's mental health history came to light only as he was being investigated for allegedly planting a homemade
pipe bomb Monday in a Times Square subway station.
"Before this guy even got on the job, he was in a straitjacket," the source said. "How that slipped through the cracks, no one knows."

Hate to say it, but we are lucky. Look how easy it happened. That is not something to be taken lightly. Crowded subway on a weekenight in the middle
of NY. This means anyone carrying a backpack could walk in and...bang. There is no reassurance in the fact that it may have been a 'mentally
challenged' officer. The thought of someone we write off as crazy was able to detonate a bomb to begin with in amazing in itself. There should be a
NG in every entry and exit to the subways.
