The video was uploaded on YouTube on March 13, 2011. It shows a UFO leaving a Japanese nuclear facility over the ocean and then just disappears off the screen. Very good catch by the viewer!

I believe that is a refinery. Not a nuclear facility.
As for the object?
Too poor quality of video.
