After a cursory search on the net, he is completely within his rights as a citizen to expose police breaking a law. If the No Parking sign does not exclude police, it stands for all!

No right? Are you aware of the amount of citizen rights being ignored by police all over the Country? He has every right to challenge authority when he sees that authority acting above the law that they are paid to uphold.

It most likely will not change anything, but he has the right to make a statement in a peaceful way.
