would it be possible to put magnetic plates below roads and to create cars with magnets under them that can be directed around in order to propell the car. any physicists out there?

In California there testing part of that out.
They drill holes in the pavement every few feet and drop in a cylinder flashlight size magnet and they also put magnets under the middle of the car, they also have a cuputer filling up the trunk that would detect other vehicles in front of you (using a rafar or laser) and slow down or speed up your car, the magnet are there simply so you don't have to steer they and the computer do everything for you, but the car itself is not being propelled by the magnets, it still uses good ol' unleaded.

If you mean like a mag lev car system... this could be done but would be very expensive and the car would need expensive stabilization systems so they don't just plop off the road to the side.

Since we have trains like this there is no reason you couldn't do the same with cars. Though with individual cars on the same road you'd end up with some HIGH SPEED mutil car accidents on a regular basis.

what if you had the magnets in the wheels.
opposite polls that way whenever the magnet would get close it would be propelled again.

kind of new to this subject altogether and form of thinking, but how about using a Magnetic motor. Where the magnets opposition forces generate the power needed to do work. Then other factors would come into play where magnets ruining electrical components, the weight of the vehicle would be in an use, but what if those limitations were negated through use of carbon fiber and shielding the magnetic forces from impacting the cars electrical components.
