Chief Cabinet Secretary Yukio Edano at a news conference on the 12th.
"We have declared a nuclear emergency state to take every possible precaution," Edano said. "Let me repeat that there is no radiation leak, nor will
there be a leak."
"We ask residents in the areas near power plants to act calmly."
Rads In The Bedroom; The Continuing Story Of Namie Town
It's hard to imagine what was going on in the minds of Madarame and Hosono when they decided to can the SPEEDI data for Fukushima and Miyagi
prefectures. It had to be pretty bad. So incriminating that they spun webs around Kan's brain and convinced him not to use it for setting evacuation
zones, even though NISA had already started on the process of producing SPEEDI evacuation maps.
That point is especially troubling. The proper procedures as dictated by law were being followed by NISA the night and morning of the 11th and 12th,
when it really mattered, and Madarame and Hosono stopped them flat in their tracks.
It was a lie all along that they didnt know about SPEEDI, or didnt have the time to put together a SPEEDI evacuation plan. NISA tried and the nuke
industry shut them down.
But the outcome could have been very different. The flow of information was there. The SPEEDI system was operating and was being fed both gamma and
neutron contamination data every 10 minutes from hundreds of monitoring points. The system could have produced totally accurate maps if allowed to
function as designed.
Along the coast most points were without electricity, but inland from the coast, away from the tsunami damage, there were many that were still
functioning, sending data to the SPEEDI mainframe.
SPEEDI was not flying blind. It was Madarame who over-road this data and fed the least amount of contamination possible into the parameters for the
simulations. Had the actual data been used, people would have known the full measure of radiation that they were being exposed to. And neither the SDF
or nukies could allow that to happen.
Unfortunately, we will never know the true amount of radiation released in the early days of the accident as the Japanese government at that time was
being run by Madarame, Hosono and Edano, with Kan as their puppet. It is therefore safe to assume that all data has long since been erased. At this
point in time the best we can do is make ballpark estimates once honest monitoring of existing conditions is performed.
A Rose By Any Other Name
Or should I say a pile of you know what by any other name would still smell the same. It certainly does when discussing the lies and deceptions
practiced by the Japanese government, a government I now consider as corrupt as the US. And that is no easy task to accomplish.
This is a good example. The following is the original lie put out by the Japanese government in it's official response to the IAEA as to why SPEEDI
data wasn't used.
“The estimation was not disclosed at the early stage of the accident, because the calculated results of SPEEDI are supposed to be shared by the
parties involved in the nuclear emergency preparedness activities and it was also feared that the disclosure of the estimation may bring unnecessary
confusion, as the estimations at that time were very different from that calculated based on the actual readings. In addition, these early estimations
were not shared with other governmental agencies.”
This is unquestionably the most convoluted lie passing as an excuse that I have ever heard for anything. It makes no sense whatsoever. It is nothing
more than pure deception of the most sinister kind. A lie so packed with animosity towards the people of Japan who paid for this report that it's not
Suffice it to say that SPEEDI was putting out factual data based on actual readings from the very beginning, and not visa versa. The Japanese
government didn't even bother to set up monitoring points around Dai-ichi and outlying areas until the 16th. SPEEDI, the CTBTO and the one surviving
MP and monitoring car at Fukushima were the extent of monitoring before then. Therefore the statement “as the estimations at that time were very
different from that calculated based on the actual readings” is nothing more than a bold faced lie.
We know that both the Fukushima and Miyagi ministers of the environment were receiving SPEEDI data from numerous monitoring points. We know that this
data was said to be deleted. We also know that not all of it was. There were a couple of spectral readouts that survived for whatever the reason.
I don't know the actual location of the following spectral graphs, but they are listed in a Fukushima City folder in the Ministry of Environments
website. I suspect they are Fukushima City but dont know for sure. Whatever part of Fukushima Prefecture they are from they clearly show the plumes
and exposure threats that were occurring from the 12th to 16th when monitoring by the government wasn't supposedly happening.
This is before the EQ and can be considered background;
This is the first small spike showing above background intrusion. This is 9:20 on the 12th, before R1 blew.
Similar spikes occurred at 14:20 on the 12th, and again a coupe of spikes on the 13th and 14th. Then at 22:30 on the 14th, when the wind change
occurred, all hell broke loose.
This spike calms down, and a few hours later is back to almost background, only to erupt even worse with another wind change. This one occurs at 10:00
on the 15th.
This spike lasted a couple of hours, and repeated itself at 23:30 on the 15th and 11:00 and 16:40 on the 16th.
There can be no doubt that somewhere along the line there were government officials in both Fukushima and Miyagi who had data showing high levels of
gamma wave contamination occurring with probable exposure to the populace.....and deleted most of this data.
So many crimes have been committed in all of these actions that it is going to take an international tribunal, as I have stated before, to sort it all
out. The key question is who gave the original order to delete, Madarame or Hosono. I suspect Madarame, but my sources don't know or refuse to state
either way. Some day we will know.
Other prefectures were not given the deletion orders. One of these prefectures is Ibaraki, half way to Tokyo. The readings SPEEDI was producing south
in Ibaraki Prefecture were also bad. Horiguchi in Hitachinaka City was especially hard hit, with readings between 1 to 4 uSv/hr starting the night of
the 14th and continuing until the 22nd.
Numerous points in the southwest between Tokyo and Dai-ichi also saw a significant rise in radiation as reported by SPEEDI monitoring posts on the
14th and 15th. This was a significant plume path that has so far gone unrecognized.
Here, There And Everywhere
So we know that in the initial stages of the crisis SPEEDI was doing exactly what it was designed to do. And we know this data was given to, and used
by, the American and French governments to protect their citizens in Japan. We also know that it was used by the Japanese government to protect a
select few, the SDF and government heads, while the rest of the Japanese population was being told by Edano that everything was fine and they needed
to get ahold of themselves and stop acting like there was something bad going on.
How insulting is that.
Which is why the continuing story of Namie Town is so disturbing. When Namie Town residents living near the coast were evacuated to Tsushima, they
went from an area with low radiation to an area with the highest readings recorded during the whole affair. The SPEEDI map below shows this
Madarame, Hosono and Edano had this information, yet buried it and pretended that it didn't exist. And then turned around and insulted those they were
hired to defend by treating them like spoiled children, chastising them for being overly concerned.
Which of course makes one wonder why they are still in power instead of in jail.
Once in Tsushima on the 12th, the evacuees honestly believed they were safe from harm. There were no warnings, no orders to stay inhouse, no
information of any kind. However, two brave souls in full protective gear, probably from the Fukushima Prefecture ministry of the environment, came to
Tsushima on the afternoon/evening of the 12th and warned people that they were in danger and needed to flee.
Some did and others didn't. Those that didn't stated that they had no reason to doubt Edano and the Japanese government, even while they were being
told by the two heroes in the night that they were being lied to and things were much worse than they were being told. (This whole story has been well
documented in a series of articles entitled “The Trap of Prometheus” that has been posted at the EX-SKF blog site).
For those that did decide to flee, some went over the mountains to Nihonmatsu and Fukushima City while others went to Iitate Village. These moves also
proved to be wrong. Iitate Village was later found to be almost as contaminated as Tsushima, and the move to Nihonmatsu should have finally provided
safe refuge, but didn't.
And this is where the story of Namie Town evacuees becomes so bizarre that it is truly hard to believe.
Permanent relocation housing was built for these evacuees in Nihonmatsu. For the first time since the crisis began the people of Namie Town felt safe.
Until someone with a geiger counter decided to check the building and it's surroundings for radiation.
The building itself was off the hook irradiated. Why.....because the gravel used in the construction of these buildings had come from the
contamination zone inside Namie Town. Kind of like a permanent reminder of why they can't trust their government.
The move from the coast of Namie Town to Karino, from Karino to Tsushima, from Tsushima to Iitate, and from Iitate to Nihonmatsu where the rads from
Namie Town were waiting for them in their bedrooms and kitchens and playing areas, should never have happened. They happened because Madarame, Hosono
and Edano serve a different master than the one that pays them.
Someday the three of them will be put to death by an international court of law. Until then they remain in charge of the disaster.
As they say, truth is much stranger than fiction.
