I have a hunch that this should not really need much introduction here, if I am mistaken, no worries it is self explanatory.

Excerpted from doc;

The DOD Civil Disturbance Plan, nicknamed “GARDENPLOT”, was superseded after the events of September 11,2001. The replacement to Garden Plot is Concept Plan(CONPLAN) 2502, also confusingly known as CONPLAN3502, and is the responsibility of U. S. Northern Command.It may be requested under FOIA by writing to: HQ NORAD USNORTHCOM/CSATTN: FOIA OFFICER 250 VANDENBERG STREETSUITE B016PETERSON AFB CO 80914-3804 See following page for other available GARDEN PLOTdocuments.

Very interesting link.

I've heard of Garden Plot through many venues.

One of them was one of Jim Marrs's book The Terror Conspiracy.
