The DOD Civil Disturbance Plan, nicknamed “GARDENPLOT”, was superseded after the events of September 11,2001. The replacement to Garden Plot is Concept Plan(CONPLAN) 2502, also confusingly known as CONPLAN3502, and is the responsibility of U. S. Very interesting link.

I've heard of Garden Plot through many venues.

One of them was one of Jim Marrs's book The Terror Conspiracy.

The material has been removed, I will be looking for a replacement url with another copy of the document.
This information is still valid as a possibilty, and should be known by the public.
