Major disasters since the terrorist attacks of great magnitude to the massive epidemics, they can ask all sorts of ethical and legal issues in courts, hospitals, firefighters, police and other authorities likely to be sought in such cases and this is what talk about this article on NY times and Gawker.

Major disasters like terrorist attacks and mass epidemics raise confounding issues for rescuers, doctors and government officials. They also pose bewildering legal questions, including some that may be painful to consider, like how the courts would decide who gets life-saving medicine if there are more victims than supplies.
But courts, like fire departments and homicide detectives, exist in part for gruesome what-ifs. So this month, an official state legal manual was published in New York to serve as a guide for judges and lawyers who could face grim questions in another terrorist attack, a major radiological or chemical contamination or a widespread epidemic...

Who do we save first if you have more patients than drugs? From when can we order quarantines? The closure of stores or institutions? Research missions in private homes? The mass slaughter of livestock? The City of New York decided to take these issues seriously techno-legal publishing a textbook of the Apocalypse, reports the New York Times.
but this is odd, my friend who work in hospital in total diffrent place Paris france tell me about this the same kind of manual distributed in his hospital ... they started making jokes and their boss has said you'd better be ready when it happens.
The manual does not answer all the questions: for example in an emergency with enough care and too sick, he will succeed in finding a balance between "save more lives and the obligation to care for each patient, knowing that if we decide to focus on those most likely to survive.

and the funny part

A manual available in PDF format for free, "to download and print now, " advises Gawker, "because when the space-worms come to enslave us it will be difficult to find a computer with Acrobat Reader .
