Bush/DHS using War on Terror to Sate Cuban Lobbyists?

found this presidential directive on cryptome.

essentially, Tom Ridge has ordered the Coast Guard to actively detain and inspect any ship suspected of travelling to Cuba from US waters.

OK, no big deal, except that it was done under the authority vested in the president under the war powers provisions of the US Code, using the war on terror as the requisite "war" or "emergency" needed to make such a decree. could someone be using the DHS and the "war on terror" to satisfy a certain group of lobbyists here?
