It was Laura Mansfield, associate director of the Northeast Intelligence Network who first noticed the postings which promoted violence against the U.S. A self proclaimed Al Qaeda sympathizer based in the U.S., by the name of "Irhabi 007," or Terrorist 007, has listed video and audio files to be downloaded by fellow sympathizers using an anonymous FTP server under two directories at the Arkansas Department of Highways and Transportation.
 



Violent propaganda distributed via government system
Among them were files highly sought after by jihadis, including the al-Qaida films "Badr al Riyadh," "American Hell in Iraq," "Russian Hell," "Martyrs of the Confrontation" and "Wills of Martyrs." Also posted were the Berg beheading video and many audio and video clips of various al-Qaida leaders, including Osama Bin Laden, Ayman al-Zawahiri and Abu Musa'ab al-Zarqawi.

"Terrorist 007" has a history of appropriating anonymous FTP space, Mansfield noted.

Earlier this year, he briefly was observed distributing al-Qaida films from a server belonging to George Washington University.

This is not the first time that Al Qaeda sympathizers have used this tactic to stay under the radar and make the information available to other sympathizers. In the article it is adviced that anyone concerned about their servers being compromised could turn off their anonymous FTP access.
