In other words, How do they determine what is posted as fact? Who makes that determination, and who is uploading this information?

ABSOLUTELY CORRECT

All this stuff has been in public domain for years. And I could provide a list of hundreds more, including NASA's scientific paper database (but you need to request a password for that one and need a valid reason to get it

OH and yes they DO track what you look at... and many of the sites in the .mil area are not accessible outside the USA. It's freedom of info yes... but for taxpayers not foreign spies and hackers

Abstract
Changes in the moment of inertia of the earth, brought about by the
redistribution of ocean water from the tropics to ice at high
latitudes, couple energy from the spin of the earth into convection
in the liquid core. This mechanism may help provide the driving
energy for the earth's dynamo. Sufficiently rapid ocean level
changes can disrupt the dynamo, resulting (in half of the cases) in a
geomagnetic field reversal. The model can account for the
previously mysterious correlation reported between geomagnetic
reversals and mass extinctions.

This was published recently, compared to all the other documents i've read. It seems to concern crystallization of proteins. Seems significant, but that's my assumption. I haven't the time to skim over it's contents.
