TPTB Refrance Thread

We have seen this acronym pop up just about every thread their is. TPTB, TP, But who are they? where do they live? are they the same individuals that control the world, the so called 13 elite people that was told on jesse ventura, are their facts or are we just paranoid? Money controls the world, yes, but how active is this money? I am by far no expert in this field and find it difficult to find real information. It amazes me that nothing has been spotted even at a glance (except the term New World Order) when it comes to hard info on TPTB.
