Neh, that's definately a spoof/humor web page. As others have pointed out, the "diesel engine" is a dead giveaway... and I do know for a fact that we don't yet have technology that's advanced enough to make a realistic looking/walking/grazing cow.

Bugs, however, yes. We can do bugs.

(you really wouldn't want to do something that large and noticeable for a spy unit when you can do a bird or something similar that's much less obtrusive. That's a huge waste of money.)
