Papua New Guinea (PNG) is on the brink of collapse.

Professor Helen Hughes, the report's author, says PNG has to make major changes if it is to step back from the brink of collapse.

"It's on the way to a dysfunctional state - a Haiti or a Congo or Idi Amin's Uganda," she said.
