I apologize for not being clear enough with what I wanted to convey. The point I was trying to make is that I doubt the city will be held liable. I believe that the person who mailed the email will be held responsible, if anyone is at all.

OP, it is funny that this thread came up at this time. I just wrote an article on my site about the call for Civility and it's use to Censor people.

I had watched the video at a site and it just brought to mind the call for civility and then the ACTUAL actions of the MSM and politicians. They really do not want civility, they just want others to shut up.

I have been looking out for the continuation of this story, but to this day there's nothing about it in newspapers around here. So I'm not sure wheter this is going to actually be tested in court or not. Ill post more about it if I hear something.
