Uploading Media Stuck in Step 1

Howdy. I have uploaded Media before. Pictures are no problem but I'm attempting to upload a video clip.

In MY MEDIA section I navigate to UPLOAD MEDIA then I arrive at this page:

There seems to be no way to proceed to step 2 via prompt. What am I doing wrong?

It has been like this for some time, so i simply upload them to wikileaks and then everyone goes psycho about leaks

Yeah I think it's broken. I've never been able to use it.
