I'd go back and revise my opinion in the posts, but that would skew your thread a little, so for the record (and I do enjoy changing my opinion, hell why be here if you're not prepared for that to happen) I think you're right. That does show foreknowledge. It's not 100% damning facts that they purposefully went ahead and proceeded knowing it was going to happen, but it shows neglect in acknowledging the recommendations made by the people responsible for the cement cap.

That's good enough for me.
