I guess a sonic boom might do it over that range, but would it give them physical trauma ? I think the lighting is a non starter and hail ... birds don't fly into storms ......

Perhaps the reason nobody has mentioned HAARP is because, believe it or not, there are often times very rational explanations for things people report as being weird. It's not always some secret government plot or aliens.
