I would have to say, yes, and no.
George jr already told Saddam that id he leave the country, he can live. Does that sound like finishing the job?
But, the old man did not occupy Iraq like he wanted, so that may be the unfinished buisness jr wants.
If Saddam is the evil tyrant jr says he is, why let him go unpunished? Would you have offered Hitler the same deal?
