I'm from Wyoming... we will probably be the last to start emissions. It is federally mandated to have a catalytic converter installed on a vehicle
that originally came with one. If you are putting dual pipes on your '81 Camaro, to be legal you can run dual cats, but in ANY of the 50 states it is
illegal to remove the cat.
Not joking, I do believe that if they were to catch the guy that cut it off, they could turn him over to the EPA for knowingly and purposely removing
a functional catalytic converter from a vehicle, even though it wasn't his. That's why I had to watch my own butt when it came to my friends' rods.
I modded my friend's Prelude by hollowing out the cat and inserting a tube to keep exhaust flowing smooth. I've also done a couple dual jobs on the
side for friends, but my practice is that I've made the requirement that I see no cat... it's gone before I even look at the system to give them a
quote. I still do this whenever I do exhaust systems for friends. Only reason I did the pipe trick was, well... it's my best friend, lol. I wasn't
worried about him ratting me out, and we don't have emissions up there.
Basically, no matter where you go, you are prone to visual inspection. I'm not condoning anything, but, ya know... if you can find an empty cat at
the junkyard or something... buy a 12-pack for your buddy to weld it up for ya, and you're good to go. If you ever get popped, then "What?!? No
freakin wonder the place I took it to was so much cheaper! Crap..." and hope they pity you for getting gipped.
