I would call it an idol, but not to Ha Satan.
Its an idol of the Roman goddess, Libertas.
You should check out inside of the Capitol Dome, in Washington D.C. The painting around the occulus is "The Apotheosis of George Washington". It
depicts many of the major 12 Roman gods. On top of the Capitol Dome is Columbia, the goddess of America in the same way Roma was goddess of Rome.
The Eagle itself is the idol and avatar of the supreme Roman god.
