I can tell you don't know the movie


The ones singing are the cats (not the aristocats) and they're singing just that "Everybody wants to be a cat" in opposition to be an aristocat. The cats are the ones partying. The hero is a charismatic alleycat with Baghera looks and he seduces Duchess the aristocat. He is not a representation of working class but a kind of bad boy and Skat Cat is in a gang. They save the aristocats in the movie.

You are an aristocrat by birth because, say, you are of a nobleman's lineage. You can be penniless and an aristocrat. It has nothing to do with money or power, it's the blood.

and focus simply on the song, in the context of the song


That context being a scene in the movie where it is sung by a bunch of jazzy stray cats who aren't in charge of anything but themselves


in which case it sends a very clear message.


That the people in power wish that they only controlled themselves, rather than everything else.
