Its done in stages, certain cities first, to gauge the citizens reactions, then by blocks (major cities across different regions of the country) then its every major city (hubs) across the country.

A Greyhound bus is a great way to transport things like drugs,money and even weapons(not too sure about weapons but good chance it happens).With all the tighter security at airports what better way for someone to move things around the country than by bus, because the security at bus stations is very minimal at best. People have been using bus lines to transport things for a long time and they didn't have to worry about security stopping them.
