Even in European culture several hundreds of years ago, a woman's breast could fall out of something and it wouldn't really be a deal, but the "turn of an ankle" was the height of sexy.
This isn't some automatic button pushed in your heads you can't help - this is a cultural construct that allows you to indulge in fetishism in a culturally acceptable manner.
