Free energy engine on the market (hoax?)

Why have these laws to begin with. All it does is discourage people from thinking outside the box.

Not sure why they are considered laws. I think it has to do with that fact that all the testing and observed data at the time pointed to the phenomenon being universal and true, however with current advances in technology many of those claims are then disputed, yet people still cling to them like a security blanket.
