The charges are to include the 1980 attack on Iran and the use of chemical weapons against Iranian soldiers. Iran is upset that crimes against Iran were not included in Saddam's current trial.
Tehran says it has drawn its own list of charges against Saddam Hussein for crimes relating to the Iran-Iraq war.

Iran plans to file a complaint with the court in Iraq. This is clearly within Iran's rights and responsibilities; to defend and protect the rights of its citizens. However, one has to wonder what ulterior motive lays underneath this move.

IRAN PREPARES SADDAM FILE. Iran says its preparing a dossier to hand over to the tribunal trying Saddam Hussein, accusing him of ordering a chemical attack in 1980.

Iran is pushing for these charges to be included in the current legal process. It looks like they believe they won't get a chance to place him on trial for the attack on Iran and the use of chemical weapons on Iranian soldiers.

However, didn't Iran also use chemical weapons?
