I was wondering what are some good, safe, and reputable sites where I can install a good alternative to Paint so I can have my own unique ATS avatar that is of good quality and is my own personal design. Please make sure that whatever website you suggest is SAFE for installing their material and is FREE.

Just download cracked Photoshop CS5 (or whatever) and do whatever you like

GIMP is what everyone who doesn't want to buy photoshop uses. It can do most of the same things and is well supported in internet forums and such.

Another vote for Gimp here. I use it at work and at home, it even has a 64 bit version if you have a 64 bit operating system
