Well going with the "guys with a cart" theory. My hypothesis would be that a supervisor was driving the cart, while an engineer or surveyor was walking along side him, pointing out structural damage and the like. Again, like I said before, it's obvious to me that the video is sped up.
There are millions upon millions of dollars riding on a single football game. Trust me, they would send someone in there to confirm a loss if that was indeed the case. Regardless of safety, someone is going in there to assess the situation at the last minute.
They said in the video the game is being relocated to Detroit. Tis anyone's guess how much money this is going to cost.

I know, I know this is totally off-the wall, but I think there is much more to this story. For one, I was surprised that this was even caught on camera, it is very convenient evidence to present to the insurance company. Maybe someone with more info in this area can start a new thread.
