Chelating agents are compounds that can bind metal ions. EDTA is an example, but naturally occurring products are often cheaper to use. Here, Japan is trying not to mine the ocean bottom but rather the ocean itself. To make this happen in the presence of so many other metal ions requires some specificity.

Research has been underway in Japan on technologies to recover traces of uranium contained in seawater. One of the technologies uses a method involving submerging a material that adsorbs uranium in the sea, and chemically separating and refining the collected uranium after the adsorbent material is pulled out of seawater.

not many comments here... hmm. well i gotta say it's always exciting to see new technologies coming from other countries as we like to keep ours hidden away and secret. s&f, nice find, even if most ppl over look it with all the craziness going on right now, its nice to see something positive.
