Although Doesnt seem like Chinese Lanterns or Balloons really as the lights flicker on and off and kinda ballet around...

Ive seen the very same flickering lights that go in and out,...

the bad about the video is their is no chattter i guess
and its almost impossible to get scale outta it or the horizon

Considering that the Chinese and Pakistanis are bum chums, China unloads all sorts of crappy stuff there as handouts - including Chinese lanterns!

Based on the visible reflections on the waters surface at the beginning, I'd think this may be more oil rigs or far shores like some we have seen before. Those reflections are usually a bad sign.
