Since you are in Australia , if you go to google search and click the Australian search engine it will refine your searches . Type in keywords such as australia ema goverment so should get a number of hits , look for the one were a mp challanges it in the house as unconstitutional .Like FEMA the Australian EMA is in control of all military, police,fire brigades etc in a declared emergency .I think we can read between the lines .
