yes and no.
Some of the targets were military. Most of the casualties were military.
However: the 20 houses that burned were not. Most of the buildings that were damaged were not. the farms that were hit were not. Fortunately, the attack happened in the middle of the day. A few hours later, and people would have been home from work/school.
