I worked on the B-1 bomber program, and was later a rocket launch engineer at Vandenberg Air Force Base working for Martin Marietta on the Titan and Space Shuttle programs from 1981 to 1992. You can Google my name along with "Northrop University" or "Martin Marietta".
I have watched at least 100 rocket launches from Vandenberg AFB up close in person. This General has apparently never seen a rocket launch in person. It's a lot different seeing them in person as compared to a video.
At first glance the trail looks like a rocket launch, but it falls apart under scrutiny.
1. When you closely watch the video, the object creating the trail is moving very slowly, a rocket at this altitude would be going 5000 to 10,000 MPH.
2. The trail is too wide, rocket smoke trails are much narrower.
3. There is no flame shooting out of the object, rockets have a bright yellow flame at least as long as the rocket itself shooting out (it shows up as white on film).
4. After a few minutes a rocket exhaust trail zigzags all over the sky, due to high speed winds coming from different directions, this trail maintains it's shape.
5. You can HEAR a rocket launch at least 30 miles away, they have a very distinctive low cackling rumble caused by the supersonic exhaust, a Titan IV would really rattle the windows on my house 15 miles away, did anyone in the LA beach area or out on a boat HEAR it? No.
When I saw the closeup video shot, for I instantly knew it was a contrail coming off a jet aircraft because or reasons #1 thru #3 above. Further viewing confirms it's an aircraft by #4.
If nobody believes the above reasons I can post actual rocket videos.
