VIPR teams are specifically designed to enhance security by working in mass transit, aviation, rail and other transportation modes along side local law enforcement agencies during specific periods of time or events. The exact makeup of teams is determined jointly with local authorities. As I understand it, on August 2, 2007, a VIPR team screened passengers at two downtown Indianapolis city bus stops. All of the searches were by-permission; meaning patrons could decline to be checked. According to TSA, those who did decline were not turned away unless they otherwise appeared to be a security threat.
