On Thursday, the Senate Judiciary Committee unanimously approved a bill that would give the Attorney General the right to shut down websites with a court order if copyright infringement is deemed “central to the activity” of the site — regardless if the website has actually committed a crime. The Combating Online Infringement and Counterfeits Act (COICA) is among the most draconian laws ever considered to combat digital piracy, and contains what some have called the “nuclear option,” which would essentially allow the Attorney General to turn suspected websites “off.”

Just like as in Australia, the US government will start off banning "evil" internet sites and quickly work their way (within days) to sites that are politically inconvenient for the US government. The freedom of expression trumps the governments wish to censor us. Easiest argument ever. If there is a crime, then charge people with a crime. No bans or censorship necessary as part of the act.

And as usual, it is corporations with the idea. Notice how HOLLYWOOD is cited as being responsible. It isn't Americans who are asking for this. It is corporations. And the US senate just cannot get enough of it.
