I don't know about anyone else, but where I grew up there was an extremely loud siren that would be tested at periodic intervals. I remember it all through my childhood, though its use declined dramatically in the 80s and was barely sounded off at all in the early 90s (I moved away in '94). The siren was part of the National Alert System, which nowadays is pretty much relegated to "This is only a test" spots on t.v. For all the Administration's lauding of the Department of Homeland Security to coordinate emergency response and its color-coded levels of warning, it seems peculiar that our original National Alert System has been allowed to deteriorate, as reported in this CBS News article: National Alert System in Disarray
